The Fifth Victory Loan campaign opens with record totals as New England surges ahead surpassing the Fourth Loan by millions. The committee praises the patriotic response and urges a united effort throughout the week to build on early momentum.
Camp Devens April 21 49 members of New England's 26th Division will be publicly decorated tomorrow during a farewell review on the cantonment parade grounds. Governors from six states and reviewing officials will attend as three national governments honor the heroes. One member will be absent his father Michael Per is mentioned.
The telephone workers and operators have resumed work after a settlement reached yesterday afternoon. Assistant Postmaster General Koons praised the peaceful settlement and expressed satisfaction with the terms, noting the strike’s resolution without further delay.
In Limerick 500 strikers defied authorities as an armed tank and car aimed guns at them. Fifty constables blocked access over Sarsfield Bridge preventing entry to the city without military passes. The standoff risked bloodshed as the workers refused to obtain reentry passes.

Paris April 21 The Council of Four failed to resolve the Italian Adriatic claim and adjourned for other business. The meeting did not settle the dispute between Italy and Jugoslavia over the Adriatic coast and Fiume, with hopes for a final decision at the White House session dashed.

Boston led a record debut with mass meetings in Cambridge Whitinsville and Canton as subscriptions neared 30 million dollars. Local officials and volunteers urged fast action to finish the job for servicemen abroad.

Lloyd George said he cannot receive the Americans this week due to peace treaty business and asked them to stay for a conference next week. The talks will address whether to meet Irish delegates visiting Paris.
The German submarine U-111 arriving for the Victory Loan exhibit in New York was found to have damaged main ball-bearings when inspected at the navy yard. Temporary repairs were made before it refueled and prepared to depart for Portland Maine.
