French continue 10 smash German line as they hurl Germans back along a 17 mile front. Monday and Tuesday see 13 500 prisoners taken with large amounts of war material and many guns captured. British forces push forward amid heavy fighting.
A submarine attack early Tuesday morning damaged the U S destroyer Smith off New York as authorities warn it may be a preliminary act preceding a larger U boat raid on ports. The Navy states it is ready to repel submarines and shipping is held in harbor for safety.
Navy reports German submarine fired a torpedo at the destroyer Smith off New York Harbor. The torpedo missed by 30 yards. its wake crossed Smith’s bow. Submarine disappeared after the incident announced by the Navy Department.
French artillery reduced fortified German positions in the Soissons Rheims region and carried the lines in a furious push. Over 17 miles German forces were driven back with heavy losses of guns and material. Between Monday and Tuesday about 13,500 German prisoners were taken and German casualties plus captives reach an estimated 100,000.
Berlin reports indicate a severe defeat amid bombardment with positions rendered indefensible. French forces extend their attack through Champagne regions, capturing Moronvilliers area and surrounding fortified edges, including Auberive and a strong eastern salient, as snow and rain hinder German defenses.
Washington reports the Senate passed a massive war finance bill totaling seven billion dollars in securities after seven hours of debate. The measure, already approved by the House, includes a three billion dollar loan to allies and may require a conference or House acceptance of Senate amendments.

Letters to her mother and a local young man were mailed from the boat at Newport and no matching stateroom guest name is found on the Plymouth records.
President Murlin at a Boston University mass meeting said he would gladly serve as chaplain to Theodore Roosevelt if needed for his regiment likely to be sent to France soon. He urged students to find their place in national service while Dean Birney criticized those marrying to dodge war.

Early today the American commission charged with greeting Foreign Minister Balfour and the British War Council gave up hope of meeting the party until later today due to delays.
For two days the American welcoming commission awaits definite word of Mr. Balfour's arrival at a U S port in the United States or Canada. Arrival in Boston is momentarily expected and if he lands elsewhere a delegation will escort him to Boston and then to Washington for talks on America's war participation.
President Wilson and his cabinet held a brief meeting in Washington to consider price control legislation for food and commodities, review plans for receiving British and French commissions, and hear Secretary Daniels report on measures to protect the U S coast from German submarines.

A general rearrangement of National Guard patrol posts in eastern Massachusetts starts at 10 30 this morning. Colonel Sidward J Logan of the Ninth Regiment informs Colonel Sweetser of the Sixth where four line companies the machine gun company the supply company and the headquarters company of the Sixth are to be placed for duty. The Sixth distribution will change posts for several Ninth Regiment companies. Troops move at noon today.
Private St George of G Company Worcester knocked a railroad worker William Leask unconscious at a station after Leask tried to rush past without a pass. Lt George ordered halt and the rifle butt struck Leask who is expected to recover. Guardsmen ordered that no one pass guarded bridges without a pass.
Madame Sarah Bernhardt, famed French actress, underwent a kidney infection surgery at Mt. Sinai Hospital late tonight performed by Dr. Leo Bueger. She is listed in dangerous condition with the operation seen as the only chance to save her life.
A late notice from Captain R. D. Hasbrouck of Boston port states the north channel net is in place with the gate permanently opened. Vessels without power must be towed through as the north gate shows three red lights to port and one white light to starboard entering.
Moon rises tonight at 3 83 a m and will peak at 6 59 am. Today's anniversaries note San Francisco quake of 1906 and a year ago the U S State Department warned Germany to sever diplomatic relations over submarine warfare practices.

Washington April 17 The House committee on military affairs will cast a final vote today on the draft feature of the administration's army bill. Secretary Baker testified twice, the second time at a night session, as the President and Baker urged action to avoid any delay that might imperil the war plans against Germany.
The committee backs a four class draft starting with 500000 men aged 21 to 27, with future classes 28 to 34 35 to 41 and 42 to 48. President would call additional troops as needed while volunteers fill regular army and National Guard. Dent opposes conscription. Wilson and Republicans urge nonpartisan consideration. Senate panel endorses selective draft with agriculture workers exempted alongside other industries. Baker says selective conscription is the only feasible wartime solution.
