Government calls every citizen to work for the country’s good and be ready to sacrifice. Emphasizes securing abundant food ships munitions coal and metals for allies and America. Appeals especially to farmers to boost crops at home as world food supplies dwindle, with high expectations from the South.
Administration suggestions aim to raise about half of the first year’s war cost, totaling 1,807,250,000 dollars, through new tax sources. Secretary McAdoo submitted the proposals to Senate finance and House ways and means committees, with the remainder to be covered by 2,000,000,000 dollars in war revenue bonds.
London April 15 A despatch from the News corresp ondent reports British patrols entering Lens in France this morning. Haig’s report on the fall of the mining center is expected any moment. Lens endured 24 hours of heavy bombardment as German forces retreated.
In a midnight appeal from Washington on April 15 President Wilson calls all Americans to unite for democracy in World War I. He urges farmers to grow food, middlemen to accept small profits, and households to garden and economize while railroads and miners strengthen the nation. He emphasizes speaking and acting together and readying the navy and army as part of the war effort.
The correspondent reports the enemy remains behind machine gun redoubts in some areas, but these are rear guards as the main body has withdrawn. Lens and Lievin had been armed with guns and the narrative continues on Page 6-Fourth Col.
Orders from the War Department place all Massachusetts troops in federal service east of Worcester under Colonel Edward L. Logan. Colonel Warren E. Sweetser and all but the Second Battalion of the Sixth Regiment report this morning for duty under Logan, commander of the Ninth Regiment.
Madrid reports Germany warned Spain to split trade with the United States into two classes. US to Spain imports would require not re exporting for entente use, while Spanish exports to the US are contraband under Germany’s submarine policy. This marks a formal German war action against the United States.
In letters to Senator Chamberlain and Representative Dent Roosevelt outlines plans to recruit and accompany a volunteer expedition to join Allied forces on the western front. He supports compulsory service but says volunteers can reach the firing line in four months, with the American flag displayed as soon as possible.
After meeting President Wilson, Colonel Roosevelt met with military committee chairmen who requested a written view of the situation. He had discussed the matter during his recent visit.
French officials report Belgian troops advanced into Dixmude and found German second lines unoccupied. Across the Belgian front days of intense artillery bombardment preceded the Belgians artillery maneuver as German positions were shelled in preparation for a possible withdrawal.
