The government extends civil service rules to part of the Indian service focusing on the Indian school service and excluding agency physicians, affecting about 600 to 700 employees. Boston Banks Assured on Direct Tax Payment in Bland Dollars
Treasurer Huston sought to reassure three Boston banks protesting the use of silver certificates for direct tax payments under the Bland act. He said the draft for the money is not yet issued and will be paid in lawful money when issued, possibly partly in silver certificates. The Treasury aims to keep Bland dollars circulating in the South and West and away from Eastern banks. The Maine payment of 857,702 dollars under the direct tax act was made today mainly in silver certificates.

Duties on Ring Waste in Wool Tariff Ruling
The Treasury accepts the Circuit Court of Cleveland ruling that ring waste is dutiable as woollen waste at 10 cents per pound. The Board of General Appraisers had classified it as scoured wool at 30 cents, a change sought by wool interests leveraging Windom’s 1890 guidance. Importers may seek refunds via appeal, while the new tariff remains unaffected for ring waste already enumerated at 30 cents.

Treasury to release silver half dollars to boost small change
The Treasury plans to circulate part of $21,000,000 in fractional silver and minor coins. Worn coins are to be retired, while silver half dollars in good condition may be exchanged for paper currency to ease demand for small denominations. A circular to banks and employers may offer free exchanges with a tentative minimum exchange amount of $200 or $500.
