British and French naval vessels off the coast will be replaced by American ships. Germany is expected to announce a submarine blockade of Boston New York and other Atlantic ports all Atlantic ports to be guarded. Submarines reported off the Pacific coast.
London April 12 British Prime Minister Lloyd George addressed an American Luncheon Club gathering praising U S entry to the war. He denounced Prussia and hailed allies, while two events honored the American cause with Walter Hines Page and Viscount Bryce in attendance.
Poet Rudyard Kipling urges America to choose righteousness as it enters war. He frames freedom and sacrifice, warns of cost, and calls for faith, endurance, and moral renewal in the struggle ahead. He envisions testing through fire and wrath, then mercy guiding a people toward freedom.
San Francisco April 12. German submarines reported in the Pacific Ocean may be off the Mexican coast. Captain W W Gilmer commander of the 12th naval district states the Navy Department warned ship owners yesterday about their presence.
Secretary Baker ordered several National Guard units into federal service for police protection. Names include First Tennessee Infantry Second Maine Infantry First South Carolina Infantry and others plus seven Coast Artillery companies. Enlistees will serve only for the war period, freeing 517,868 enlistment slots across regular army and National Guard.
Mr. Baker stressed the action was contemplated in the administration bill and not a compromise due to opposition to the draft feature. The secretary said the plan would leave the nation without any army, regular or National Guard, if war continued.
A plot to dynamite the Commonwealth docks in South Boston was disclosed last night. The plan involved destroying the docks while 1000 naval militiamen from Maine, Rhode Island and Connecticut were quartered nearby, and security around the pier was doubled.
A Berlin linked plan to bomb a pier was thwarted after a German speaking pair discussed targets while a railroad switchboard operator overheard them. She alerted authorities and prompt measures doubled dockside guards as Secret Service and police pursued the plotters.
Washington April 12 reports say Austrian and Bulgarian representatives are seeking to approach entente diplomats in Switzerland on peace terms. Bulgarian efforts are known to include soundings with Austria-Hungary also taking similar steps. It is unclear if they act separately or together and no stance from Germany or Turkey is given.
Officials assess Austrian and Bulgarian moves as weariness with the war and a wish to end it without signaling desperation. Informal talks are seen as a slow path to peace, not near negotiations, while Entente diplomats demand public terms from enemies before any peace conference.

Washington April 12 Attorney General Gregory approves. Chairman Webbl of the House judiciary committee will introduce tomorrow a bill to permit allied governments to recruit their citizens in the United States. Chairman Culberson of the Senate judiciary committee plans a similar introduction.
Mrs Wilson and Mrs Marshall join Cabinet wives in trimming entertaining and costs to conserve time and resources. They pledge to buy inexpensive clothing and simple food and urge all women to organize for relief efforts, while Miss Wilson aids Red Cross by singing for charity.
