L Service at Cost and Public Control
Trustees would run the street railway under a cost model with broad powers for ten years or more. Governor and Boston Mayor appoint three and two trustees respectively. $5,000 salaries. The act allows stock purchase by state, creates a $3,000,000 fund, and sets phased dividends for preferred and common stock. The board must fix fares within 60 days and publish eight grade rates with four above and four below, adjustable by the trustees. The plan contemplates public ownership if two thirds of stock approves, with the state backing deficits and a revenue rule tied to reserve funds. The bill will go to the Legislature after legal review.
