Queretaro Mexico April 7 General Candido Aguilar Mexican minister of foreign relations says the Mexican government has not granted any permission to the American government to use Mexican railways for any purpose after a Carranza cabinet meeting.
At the cabinet meeting General Carranza and his advisers reviewed strategic options and policy directions for the government. Officials debated coordinated security, economic measures, and regional obligations affecting national stability and international relations.
Arbitration in the Woburn car strike of the Bay State Street Railway Co ends. Conductor John J. Martin, whose firing sparked a five day walkout, is reinstated after losing over three months wages for failing to operate the signal. Settlement, reached by James H. French attacks northeast of Avecourt and in Caillette wood are repelled. French trenches near Bethincourt northwest of Verdun retaken after a grenade assault. A German offensive near Haucourt is repelled by heavy French fire.
Congressman A P Gardner said his Boston visit aims to smoke out dark horse candidates McCall Lodge Weeks and Crane, revealing whom Republicans favor for the presidential nomination. He asserts Roosevelt is now in the ring and intends to pin a feather in his hat while keeping the drive visible.

Chicago April 7. Maclay Hoyne Cook County State's Attorney announced the discovery of an international anarchistic plot to assassinate all European rulers. He placed the band’s HQ in New York with meetings in San Francisco Paterson New Jersey and Lynn Massachusetts to plan murders and use poison. Hoyne said fund collecting was underway.
State Attorney's men investigating Jean Crones in relation to the Mundelein banquet poisoning report a plot led by anarchists. The list named the Emperor of Russia and Emperor William as targets with assassins chosen from city branches. A Chicago informant described secret meetings and drawn lots to select killers.
