Helfferich recalls July 1914 moves toward war
In still excusing the ex-kaiser chapter, Dr. Karl Helfferich argues that German leaders pressed Austria to act in Serbia while Russia hinted at mobilization. He cites Davydoff promising to push Petrograd, Zimmermann unaware, and a failed bid to avert conflict after the Archduke's murder. He notes the Emperor's mediation attempt before Russian mobilization.
