North Carolina credit bill sparks capital flight and fear
Raleigh April 6. A bill to regulate assignments and like conveyances was allegedly stamped through and signed by top leaders, rendering many debts and mortgages void if the debtor owes anything. The move threatens credit across the state, deterring banks and real estate lending, prompting calls for a special session, and raising concerns over class politics benefiting farmers at the expense of others. Governor Carr refuses to call a special session unless broader limits are set, while a state supreme court appeal could alter the course.
