Mexico ends relations with the United States as Nelson OShaughnessy surrenders his passport in Washington. Senor Algara, Mexican charge d affaires there, will depart today. French Ambassador Jusserand remains as the French envoy amid the upheaval.
The United States may join a broader war with Mexico as Carranza demands U S troops withdraw from Vera Cruz after a clash that left marines and sailors dead and many wounded. An arms embargo likely delays Mexican arms imports while border troops halt shipments across the Rio Grande. Huerta reportedly plans to depart Mexico City and war seems imminent.
President Wilson, though weakened, wept at news of Veracruz casualties and insisted on updates late into the night. In Washington on April 22 the Secretary of War stated there is no embargo on ammunition shipments along the Mexican border. He insisted he knows nothing about any embargo and explained that such a proclamation would be made by the president. He declined to discuss the war officials' conference.
