Withdrawal Accord Reached on Lebanon Troop Pullout

Israel and Lebanon approved a troop withdrawal accord with plans for twin ceremonies. Syria pledged efforts to block the pact as Lebanon's Parliament voted 80 to 0 with 11 absent and Israel's Knesset 57 to 4 with 45 abstentions, on a U.S. backed agreement.

New Arms Talks Open Between United States and Soviets

In Geneva the United States and the Soviet Union begin a new round of arms negotiations with a proposal to cap nuclear warheads in Europe at about 300 each. Special Session Governors Faces Tough Time On Jobs Bill

West Virginia lawmakers open a special session with broad support for a jobs program but no consensus on funding. Governor Rockefeller backs borrowing from the state investment pool to finance part of the plan, with Senate President McGraw leaning favorable while House Speaker Clyde Lee and Finance Chair Monday voice reservations preferring a pay as you go tax approach.
