Veterans Administration scam tied to GI loan misuse in Temple
The Veterans Administration reported to the Justice Department that veterans were deceived into signing papers for GI loans on homes Duncan built. In many cases veterans never saw the homes, while Duncan and associates faked appraisals and guarantees. Glenn C. McLaughlin used his 4000 dollar loan guarantee to secure a loan on Duncan's residence at 1208 South 31st Street Temple. Appraisers and financiers, including E C Berry and R M Newton, were implicated as records show 36 Berry-signed appraisals submitted to Newton.
