Not This Year Arms Pact Won't Reach Senate Floor
Senate Majority Leader Robert Byrd said the United States Soviet SALT II treaty will not reach the Senate floor this year even if submitted by President Carter. He cited Senate adjournment goals and a backlog from Panama Canal treaty ratification and labor law filibusters. Byrd noted some senators oppose trusting the Soviet Union and warned outside factors could influence votes. He also urged ending the labor law filibuster and hinted at possible support for long term NYC financial backing after House action.
