Gov Arch Moore Jr. pardoned or commuted sentences for twelve penitentiary inmates including Medal of Honor recipient Junior Spurrier. A 16 year old boy and 19 year old girl were refused a marriage license in Mercer County for being under the state age of consent. A doctor’s pregnant certification could have allowed wedlock, but the couple waited after birth and cannot qualify.
