President Reagan announced an independent investigator to probe possible illegal acts in diverted funds from U S arms deals with Iran to Nicaraguan rebels. Meese said federal law may have been violated and formal court action for an independent counsel was sought. Carducci was named national security adviser, succeeding Poindexter.

Charleston AP reports about 1,100 teachers mainly in special education must raise their graduate average to at least a B or forfeit teaching permits. State Schools Superintendent Tom McNeel blames grade inflation in graduate programs and seeks Board of Education approval for higher standards. Permits allow teaching without a certificate, with six hours of graduate work required for renewal and a maximum five year teaching window. The renewal rule would require a B average to continue teaching. Also, the state auditor released a $34 million payment due to the Department of Education on Nov. nm.
Green Valley advisory board of the Southern Regional Juvenile Detention Center plans a discussion with the state Supreme Court committee about a recently compiled report that alleges excessive force by staff and insufficient counseling for residents. Board chair Brownie Clark said a letter offering to discuss contents is being drafted, with several members calling the report inaccurate.
The Wall Street Journal and Journal reporters allege Consol covered up on the job accidents at Osage No 3 in Monongalia County and Buchanan No 1 in Buchanan County. Miners claimed they recorded missed days as vacations or recuperated at work while Consol reported no lost time. Federal Mine Safety cited Consol for 25 unreported accidents at seven mines this year.
A 31 page environmental review for Haim Zukerman's Cumberland Road shopping center finds no unmitigable environmental negatives. City Manager Fred Burton says the plan supports health and welfare, yields at least 75000 dollars annually in taxes and fees, plus a one time 52800 dollar construction payment.
Area residents added 160 to the 1986 Bluefield Community Christmas Tree fund, bringing the total to 215 as seven more donations arrived. The drive seeks 10,000 to aid about 1200 Little Jimmies in Bluefield and urges gifts by mail to Bluefield Daily Telegraph or in person at 928 Bluefield Ave.
