Gen. Liu Po-Cheng, commander of the Chinese Communist second field army, announced Red troops will march into Tibet. Reported by Wen Wei Pao, the plan aims to curb American imperialism and strengthen western national defense after a July 31 Hong Kong meeting.
West Virginia Auditor Edgar B. Sims declines a 6000 dollar appropriation for the Council of Governments terming it a profit driven propaganda outfit. He questions expenditures and asks for a detailed breakdown before any payment.
Washington reports the army will call up 62,000 reserves in September and October to fill national guard and reserve units. The navy extends enlistments by 12 months. First 32,000 reserve calls arrive by Sept 15 with priority for younger men and those with no dependents.
The Soviet Union demanded withdrawal of U N forces from Korea and invited Chinese and Korean representatives to council sessions, threatening to veto U N actions. The United States and Britain rejected the plan and urged focus on the U N resolution condemning North Korea.
Chicago authorities ordered gambler Mickey Cohen to leave the city after a police escort moved him from his hotel. Cohen, 36, and companion John Stompanato, 34, were slated for booking or release by 3 p.m. but were released when no charges could be found. Chicago officials stated Cohen was not wanted in the city.
Hollywood reports Errol Flynn proposed to Patrice Wy more daughter of Salina ranchers after splitting from Romanian princess Irinia Ghica. Flynn told the Wymores he has asked for consent and Pat accepted, with a wedding planned in about three months.
McDowell County plans a 1950 budget of 480 258.91 dollars up from 465 570.30, an increase of 14 688.57. The court estimates 377 495.80 in tax levy with 12 000 for courthouse painting and 28 000 for elections, keeping the same tax rates as last year.
Fred J. Bailey of Cardox Corp Chicago arrives to launch the Pioneer Miners reunion at the Southern Appalachian Industrial Exposition opening Wednesday August 16. He says the coal show promises bigger events for old timers with contests speeches and special features.
In a Greenbrier County visit, Alexander Kerensky warned the Virginia State Bar that the Korean conflict is a Russian planned pocket war to exhaust Western powers. He predicted further flareups and warned Stalin would trigger broader war to spread communism, while expressing hope Russia may gain freedom after decades of dictatorship.
The House approved making hoarding a prison offense but adjourned before a showdown vote on wage price control legislation. Senate Banking Committee backed discretionary authority for President Truman to invoke controls though with debate over automatic and discretionary measures continues. The administration aims to pass the Truman bill covering priorities credits and defense plant requisition while prohibiting retail level rationing.
In Welch West Virginia on August 4 Judge Richard R. Parsons sentenced five individuals to jail or state peniten tiary terms after guilty pleas. Fonie Houston and Arthur Garfield Edmondson faced no less than 10 years each for armed robbery at the Norfolk and Western ticket office. Dorothy Russell received one to five years for voluntary manslaughter. Leck Hall Arvel Adams and Earl Lindsey faced varying terms for breaking and entering with Lindsey later probated. F B McCoy and Al McCoy were jailed six months with fines but probated one year. Edgar Bailey Lester pleaded guilty to grand larceny and his case moved to October term.
Bluefield plans its Coal Show opening August 16 with a Queen Bituminous the 10th to reign over the event. The queen’s name will be kept private until announced, with a Maids of Honor to be named soon. A special coal edition by Daily Telegraph and Sunset News is planned for opening day, as crowds near 50,000.
The Senate voted to approve a 34.237 billion dollar appropriations bill to fund most federal operations for the year ending June 30. The vote rejected a 5 percent cut to Marshall Plan aid, with debate noting 14.68 billion for armed services and 16.5 billion in additional Korean war outlays. The measure includes 2.726 billion for European recovery and Coast Guard exemption from non-military cuts, with a conference later to resolve House differences.

Closing arguments begin in Mercer county criminal court in the Irvin Isaac Carper pistol slaying trial. The defense and state rested on the third day as Judge Wagner read instructions and adjourned until 9:30. Letters read as evidence tested Carper credibility and he denied knowledge of signers.
The council of deputies of the 12 nation North Atlantic alliance concluded a 10 day meeting in London and urged rapid strengthening of overall defenses. They adjourn for 18 days to consult home governments on plans to increase forces in the near future.
Six U.S. jet fighters lead a vanguard of air units aiding Chiang Kai Shek's defense of Formosa against a probable Communist attack. Jets landed at Hsinchu near Taipei as General MacArthur meets Chiang to discuss further aid. Brig. Gen. Alonzo P. Fox and experts arrive from Tokyo to establish a liaison office in Taipei.
