In Washington and Sioux Falls reports, South Dakota politicians push toward independence from Congress to form a state government. The governor’s party is greeted warmly in Sioux Falls as lawmakers in Congress debate pensions and post office subsidies amid a broad sweep of labor arbitration and subsidy arguments.
A Dakota statehood and division meeting in Huron on May 18 adopted resolutions urging Congress to act on admission or east west division. It endorses Sioux Falls convention moves, calls division a political issue, and plans to disseminate reports and hold speakers including Governor Mellette and Judge Campbell in upcoming events.
A large St Paul gathering at the chamber of commerce denounced tax title sharks and urged reform. F R Deland presided, H Fairchild was secretary. Resolutions call for legislative fixes and a state watchdog committee chaired by J W McClung HL Fairchild Wm Lindeke R M Lawton and G S Pierce to pursue redress and recover property for victims. Deputy County Auditors Dean and Lang, buyers of tax titles, have not returned after leaving the city Sunday.
On May 18 the Post prints HL M Brooks alias Maxwell claiming his sole defense will be a confession. He says he killed Preller by accident as his physician, then concealed the death after being frightened. He cites trauma from the affair, notes an inscription and other clues as the result of fear and guilt.
The Senate approved the pension bill after amendments to set minimum monthly pensions. Senator Logan offered a substitute for the labor arbitration bill, proposing a five member commission chosen by the president with Senate advice to oversee transportation labor disputes and render arbitral awards. The commission would receive 8500 dollars yearly plus expenses and operate with written submissions and public reporting. The president announced nominations including Juli and Anton Klaus for the Senate.
Judge Malloy instructs the Milwaukee grand jury to consider cases against riot instigators and participants. He explains conspiracy and incitement render one liable, even without present participation, and notes that boycotts and labor-related conspiracies to harm a business or obstruct workmen are indictable offenses.
The Ramsey county grand jury delivered a special report on tax title frauds tied to the 1851 omnibus delinquent tax sale. It names county auditor James O'Brien as the incompetent official and accuses James B. Pugsley, Stanley E. Dean, and Henry D. Lang of conspiring to defraud property owners. Dean was indicted. Lang confessed. Pugsley testified for immunity. Ramsey County seeks to be the state’s only example of such plunder.
Police hunt James Brewster a cattle driver accused of violently assaulting the 18 year old daughter of leading Brookville businessman Johnston. The victim was found unconscious and taken home with hopes for recovery fading. Brewster eluded pursuers and is believed to be in Pittsburgh.
Alderman Jacline sentenced to nine years and ten months for a $20 000 bribe with a stay denied. Reports of tension between Canadian and American fishermen surface as a Boston schooner arms for Bay of Fundy trip. Dakota Odd Fellows elect officers with H J Rive named grand master and a grand encampment set for Grand Forks.
Prominent Pittsburg oil firm head Joseph Craig collapsed after a distant pattern of large, bold transactions. Estimated totals reach 2,600,000 during the boom and 100,000 to 125,000 in declared losses. The firm, once valued around 500,000, faced sharp decline and public concerns over the clearinghouse settlement and futur actions as creditors seek remedies.
