Plans to raise United States Army to two million

Congress enacted universal service provisions setting ages for draft from 21 to 90 and volunteers from 18 to 40. The plan envisions a 2,001,000 officer and enlisted force with 1,000,000 in a new conscript army, plus 655,000 in regular and National Guard, and 500,000 more as a first quota. Prohibition and social evil restraints accompany the draft, while pay scales for enlisted personnel rise.
