Early Territorial Legislation on Education in Wyoming

As early as 1864 in the Dakota Territory the district clerk reported white children aged 5 to 21 lacking in the district, with free schooling for whites but no compulsory attendance. A 1869 law allowed a colored school if more than 15 children existed. 1873 saw a compulsory attendance law for ages seven to 21, with exemptions for hardship and a $25 fine for noncompliance. The 1877 enactment empowered sheriffs and police to enforce attendance, textbooks were to be set by teachers in 1878, and 1883 allowed a meeting of city and county superintendents to adopt textbooks for five years, though a state constitution later forbade such prescription.
