Nixon outlines phased Vietnam pullout and international supervision
Nixon proposes a 12 month staged withdrawal of U S allied and non South Vietnamese forces with remaining units moving to base areas. An international supervising body would verify withdrawals and supervise ceasefires. Elections would follow under this body with POWs released as possible. The plan aims to honor Geneva Laos accords and seeks an honorable peace while acknowledging negotiation flexibility.

Nixon cites gulf of distrust with Saigon over nonoffensive stance
Nixon describes a wide gulf of distrust between Washington and Saigon as U S forces are not on the offensive and Hanoi refuses to admit troops in the South. He allows peace through informal understanding if clear assurances are given and observed, omitting a new passage about Hanoi’s troop denial in the Paris talks.
