Senator William D. Hathaway told New England recreation leaders that federal funds could support sheltered as well as outdoor facilities. At a Sunday clambake in Portland he promoted a bill to let states use 24 percent of certain federal funds for sheltered facilities normally enjoyed outdoors, a measure to be heard by a Senate committee midweek.
