Farm unions push for tighter immigration rules to curb farm labor
Observers see little chance for Passage now. The farm union movement targets stricter U S immigration rules that could bar 600 000 Mexican workers from living in the United States while working on farms. Unions say current rules are unworkable and that investigators cannot tell if a nonstriker is a new hire or a returning worker. Agriculture Secretary Freeman stays silent while Labor Secretary Wirtz urges rights to bargain and organize for farm workers. Farmers largely stay on the sidelines as unions press big farming firms.
