Rusk Sees No Hope Hanoi Wants Peace
Secretary of State Dean Rusk told the Senate Foreign Relations Committee there is no present hope that Hanoi is interested in a peaceful settlement of the Vietnam war. He noted Hanoi had rejected proposals for de escalation and formal negotiations and warned Congress that decisions could lead either to all out war or a negotiated solution. He suggested private meetings to identify areas of agreement and reduce differences.

Local Area Classes For Retarded Start In Biddeford White Church
Four Biddeford Saco Old Orchard Beach children begin specialized instruction in a bright kindergarten room at the White Church under Mrs Rebecca Bean and aides Mrs Pauline Cassette and Mrs Russell Kimball. The program, part of two years of effort by the Saco Valley Association for Retarded Children, is funded half by the state and half by donations and community support. The city of Biddeford and Old Orchard Beach are asked to contribute, with benefactor events planned at Central Theatre and St Francis College auditorium to raise funds. Children will take field trips and join Portland YWCA activities as they acclimate to routines and gain pre vocational skills. A Bar Mills class, started March 4, also operates under Mrs Carol Leighton with a state contract awarded two weeks earlier.

Saco Police Raise Debate Delays April Start
Saco City Council and Police and Fire Commission debated salary increases for the Police Department with raises approved for October 1 vs the commission’s April 1 request. Patrolmen would rise from 90 to 100 dollars weekly, sergeants from 95 to 110, captain from 110 to 120, deputy chief from 120 to 130, and chief from 130 to 140, while the lieutenant slot was dropped. The council will decide at a Thursday special meeting. Also discussed was the Saco River dredging plan at Camp Ellis to create a boat launch and recreation area with state aid limited by four acres, funded by spoil fill and local site preparation.
