Justice Department blocked FBI Director Clarence Kelley from receiving investigative reports on burglaries by agents. A 12-member team handles leg work while Kelley and top aide James Adams are kept out of findings. The probe, overseen by Atty. Gen. civil rights chief J. Stanley Pottinger, scrutinizes burglaries since 1971 and possible civil rights violations. Edward Bennett Williams represents Assistant Director Andrew Decker amid secrecy.
