Democrats Debate National Debt Vehicle Renewal
The plan would renew the cushion annually ending a day before each fiscal year. Mills argues it reins in spending. The Treasury would issue notes up to seven years, exempt from the 4 percent cap. For the first time, participation certificates in government-held loan pools sold to private investors would be counted in the national debt, a point GOPs seized on to challenge the administration.
