Summit Session Results in Intensive Diplomatic Talks
Johnson and Kosygin reached a decision to meet for at least a short time ending a tense weeks long effort to set a summit. They weighed where and when to talk amid the U.N. session and Middle East concerns. The meeting site remained a major issue with U.S. officials preferring Washington over New York.
