New York Out Front In Footing Public Bills
New York City emerged from near financial collapse by running the nation’s largest city budget of about 11.9 billion for the year ending June 30. The per person cost is high due to salaries and welfare funded beyond city tax bases, with 1 million welfare recipients and 53,000 public workers. The city borrows heavily, prompting creation of the Municipal Assistance Corp dubbed Big Mac to refinance debt and force balanced budgets.
