SWARTHMORE PA AP President Johnson rejects claims that the federal government menaces individual liberty and urges 1964 graduates to not fear the future He defends government actions from social security to pollution control while linking civil rights to his anti poverty drive and liberty.
Two U S Navy Crusader jets were shot down east of the Plaine des Jarres in central Laos. Cmdr. Doyle W. Lynn was rescued and flown to the Kitty Hawk, while Lt. Charles F Klusmann parachuted to safety in rugged terrain. Reliable Lao air cover and ongoing reconnaissance flights were reported as Washington and Vientiane coordinated further actions amid monsoon conditions.
Aco Tanning Corp started installing a Dorr Oliver Mercobowl Centrifuge to treat tannery waste and reduce solids discharged into the Saco River. Laurence T. Kraynick of Whitman and Howard, Inc. oversees the project with an estimated $40,000 cost. Tests by the Maine Water Improvement Commission will follow operation, with potential permanent installation if effective.
The U S Supreme Court refused to review a Court of Appeals ruling upholding a conviction of the Communist Party of the United States for failure to register under the Internal Security Act. The order left the lower court decision intact and offered no reasons.

After a week’s search the body of Earl Nelson 26 was found floating in the Penobscot River. A medical examiner said Nelson accidentally drowned. An empty boat with a gash in the bow was found a week earlier, apparently striking a leg or buoy and pitching him overboard.
Clayton W. Cartmill, executive secretary of the Biddeford-Saco Chamber, was elected president of the New England Association of Chamber of Commerce Executives at their summer conference in Newport Rhode Island. About 80 members attended. A redevelopment session featured Boston firm Edmonds & Kelsey. Speakers from Fitchburg Pawtucket and Greater Boston discussed political roles. A Naval Base tour and War College exhibit followed, with Newport County Chamber member Francis J. Holbrook serving as conference host.
