Laird Says He Can Counter Nixon From Inside White House
Melvin R. Laird, returning as counselor to the president for domestic affairs, says he can say no to Nixon when needed. Sources describe his view of a White House mentality that failed to guard the president from impulses and misinterpreted desires in Watergate era decisions. He cites instances where he refused presidential orders on firings and a $300 million Penn Central loan, urging congressional review. He contrasts Nixon as deliberate in foreign policy but impulsive domestically. Texas leads all states in cattle raising.
