Biddeford readies to apply for federal funds under the Housing and Community Development Act of 1974. Unemployment in the Biddeford-Sanford labor market area jumped to 13.9 percent in January, the highest rise in Maine. About 4,600 people are out of work, up 1,700 from December, with textiles, rubber, plastics, leather, and electrical machinery sectors contributing most to layoffs.
