About 35 residents attended as Co-Chairman John Downing touted a nonprofit that would avoid taxpayer costs and cited Livermore Falls’ redevelopment, which boosted sales and tax revenues after creating a multi store complex on a mall with ample parking. Downing noted temporary quarters would house merchants during construction and owners would receive fair market value for their property with no eminent domain.
