US envoy cautions against political settlement under violence at Vietnam talks

Henry Cabot Lodge urged the adversaries that no outcome will be achieved by failed efforts in South Vietnam. The session remained deadlocked as South Vietnam and the NLF pressed demands for full U.S. withdrawal and for South Vietnam to decide its own affairs. The U.S. favors de-escalation and withdrawal of external forces prior to talks on political issues, while the other side seeks simultaneous discussion of political questions. The piece notes a continuing impasse and references the Jan. 25 opening statements.
