Democratic leaders led by President Johnson set February 19 or 20 as the deadline for final action on a large tax cut. The Senate approved an 11.6 billion version by 77 to 21, aiming to begin benefits around March 1 as conference talks speed toward a compromise with the House.
The United States seeks allied support to tighten economic pressure on Cuba after President Johnson separates Guantanamo naval base from the Cuban economy and water supply. The White House warns of greater provocation by Castro and plans talks in the OAS and NATO.
Maj. Gen Nguyen Khanh announced a new government with himself as premier and Duong Van Minh named chief of state. Khanh pledged to unite the country against Communism as he listed his cabinet and deputy premiers. At Kennedy Airport in New York the Beatles drew about 3 000 delirious teens as they arrived from London with Paul McCartney George Harrison Ringo Starr and John Lennon. Fans showered them with jelly beans and candy kisses while police kept back the throng.
