Castro government proposes allowing more Cubans to depart for the United States if Pan American Airways resumes Havana to Miami flights. Pan Am says it has little desire to restart Cuba service due to losses from restrictions and travel limits. The State Department ban on grave and commercial flights to Cuba remains in effect. Officially, Castro says departures will be allowed once Pan Am resumes service. Donovan says Castro agreed to let about 2500 more relatives of Bay of Pigs prisoners go to the United States as ransom deliveries continue. Havana radio mocks Kennedy and dismisses reports of a potential UN trip to negotiate the release of two Americans.
The Associated Press reports that as 1962 ends and 1963 begins many people celebrate differently. Millions attend churches to thank God and seek guidance, while others gather in entertainment venues from small taverns to large city arenas to mark the transition.
A violent storm dumped over two feet of snow on central Maine as sub zero temperatures and 60 mph winds cut power and heat from thousands across New England. Bangor and Old Town endured heavy accumulations with widespread road closures and stranded travelers. Four Greyhound buses carrying 100 passengers were stalled but all were safe, passengers housed in farmhouses until plows cleared routes.
UN command reports fighting continuing on the outskirts of Kamina as Swedish battalion and Ghanaian company come under fire. Ghanaian troops reportedly seized a road and rail junction about 15 miles from Kamina, while Swedes cleared about 10 miles of rail to the east. The UN gave Katanga pilots until Tuesday noon to surrender or have planes destroyed. Tshombe vows to fight to the death and diplomacy grapples with Britain and Belgium over Congo unity and Katanga mining interests.
Two new mayors will be sworn in separate ceremonies in Biddeford and Saco tomorrow. Biddeford will install Willie W. Pomerleau as the first Republican mayor this century, with 10 a.m. rites at the City Building, plus six new city council members and other offices. In Saco, Dr. J Edward Whelan becomes mayor at 7 30 a m at City Hall, with a new city council and school committee. both inaugurals proceed as a general holiday closings. The day will feature music, ushers, and official appointments, with a small guest list including Mayor Willie Pomerleau and William J. Mullen.
The Biddeford Saco Journal will not publish tomorrow due to the holiday. The business office will be closed all day.
