Probable Cause Found In Slaying At York County Court

An 18 year old Sanford man Richard S. Tracy bound over to the September term of York County Superior Court in the stabbing death of 74 year old Biddeford resident Charles Cohen. A juvenile co defendant had a closed hearing. Police say Tracy admitted involvement under interrogation though no signed confession was obtained. An autopsy described a brutal multiple stab death with head injuries and a near severing of the victim’s skull.

Modular Home Dispute Heard In Saco Appeals Board

The Saco Zoning Appeals Board ruled that due to construction differences a Beaumont home on Berry Road appears to be a modular home rather than a mobile one. Building Inspector Dudley Roever argued the permit denial was for a mobile home, not a modular, and the board sided with the inspector that the plans resembled modular construction.

Sea Conclave Ends With Call For Treaty

The third United Nations Law of the Sea Conference in Caracas closed with a call for negotiations on a treaty to be signed next year. Delegates, including Hamilton S. Amerasinghe, urged active talks after three weeks of statements and seven weeks of committee work. no treaty was agreed on any agenda item. The main outcome was broad agreement to extend territorial waters from 3 to 12 miles and establish a 188 mile economic zone open to navigation but resource control by coastal states. Unresolved issues include access for landlocked nations, rights and obligations of coastal states over fishing, and governance beyond the 200-mile zone.
