Conservative Walters Named To Succeed Kefauver In Tennessee
Governor Frank Clement named Herbert S. Walters to replace the late Senator Estes Kefauver. Walters, 71, a Democratic national committeeman and East Tennessee contractor, will serve until a successor is chosen in the November 3, 1964 election for the remaining two years of Kefauver's term. Walters is more conservative than Kefauver and is not expected to run in 1964, clearing the path for Clement to enter the race.
