E I Carey and C J Irwin were assaulted. Mrs A A Walker aided Irwin. About five hundred Zion residents aided Voliva's group and calmed the scene.

Coastwise, bay and sound steamers must stock life boats for all aboard except May 15 to September 15 when capacity need only cover 60 percent on coastwise vessels and 40 percent on bay and sound boats. For close-to-land operations the latter may be limited to 10 percent if journeys stay within five miles of shore or in shallow waters.
