OAS Adopts Plan To Modernize Its Structure
At the Inter-American Foreign Ministers Conference in Rio de Janeiro the 19 ministers approved sweeping changes to the OAS charter including a call for a July conference, a charter-amendment committee, annual inter-American conferences, and three councils to handle political social economic and educational affairs. The peacekeeping clause stirred dissent with Chile Uruguay Brazil and others abstaining or opposing. The meeting also upheld the Pan American Union as secretariat and cut the secretary-general term to five years.
