Foreign Aid Bill Changes and Senate Vote Details
The Senate bill trims Kennedy planned aid with repeats of hearings set for next Wednesday. It cuts military aid from 1.405 billion to 1 billion and economic loans from 1.06 billion to 950 million, and reduces aid to defense pact allies from 435 to 380 million. It also drops the emergency fund from 300 to 175 million, Alliance for Progress from 650 to 600 million, and development grants from 257 to 225 million. The split over restoring Kennedy power to continue MFN with Poland and Yugoslavia looms, while the Senate voids discretionary authority to aid Yugoslavia and others if U.S. security interests require. Surplus food sales and Peace Corps are untouched. The measure tightens military aid limits for Latin America and blocks aid to Indonesia, Egypt, and declared aggressors, while prohibiting assistance to countries expropriating U.S. contracted property without fair compensation.
