Chairman Ray C. Bliss presented to the Republican National Committee a broad effort to win back big city, Negro and youth support. He proposed targeted outreach to Negro voters, college students, minorities, farmers, seniors and new voters, plus a school for campaign managers and a site committee to relocate headquarters near the Capitol.
The Massachusetts Supreme Judicial Court ruled the Massachusetts Turnpike Authority cannot claim indemnity for property damage suits linked to Callahan Tunnel work. It denied recovery of about 1 million dollars from Perini Corp, builder of the Callahan and Sumner tunnels, and from the Employers' Liability Assurance Co, which insured Perini for the 2,114,000 contract.
The court ruled communities must distribute Negro students across all schools rather than concentrate them in a few. It rejected Plainfield's plan to convert Washington School into a citywide central sixth-grade school, noting five other schools had 57 to 69 percent Black enrollments. The decision remands to the state education commissioner Frederick M. Raubinger for reconsideration.
Former Dominican Republic president Joaquin Balaguer, 58, returned to Santo Domingo to care for his gravely ill mother and voiced support for a provisional OAS backed regime, calling the peace plan excellent. He refused to join the provisional presidency but pledged Reformista COOPERATION with any trusted temporary government.
Rev Francis E Fenton a John Birch Society member spoke privately to conservatives at Sheldonville Community Center while volunteers distributed Birch literature outside. Fenton, pastor of Blessed Sacrament Church Bridgeport and Birch Society council member, was to lecture publicly in Attleboro last month but cancellation followed sensational coverage.
Former Mississippi Governor James P. Coleman was hospitalized with kidney colic delaying Senate hearings on his nomination to the Fifth Circuit Court of Appeals. Democratic lawmakers denounced President Johnson's pick as incredible, with Rep. John Conyers Jr. leading opposition in prepared testimony before the Senate judiciary subcommittee.
FAA five year plan for Pittsfield Airport calls for a 5600 foot northeasterly runway directly over the proposed Cadwell high school site. Planes would pass within 1000 feet of the building, raising safety and zoning concerns while the High School Commission favors the Cadwell location.
Worcester chairman H Ladd Plumley and four finance committee members quit amid a row with state party chair Frederic C. Dumaine over fundraising autonomy. The 13 member Massachusetts Republican State Committee faces a 215000 debt after failing to raise 725000, with only 75000 in treasury and the Beacon Hill office possibly to close within six weeks.
Kosygin declares the Soviet Union will render all round assistance to the Vietnamese people and Viet Cong, signaling increased military aid to North Vietnam and condemning U S policy in Viet Nam while China is urged not to split communists. A second item notes Tiros 10 weather satellite launch postponed to Thursday night to fix radio frequency problems.
Washington AP Dwight D Eisenhower backs reforming national conventions. Bliss proposes a committee to study procedures at the GOP meeting in Washington. Eisenhower calls for a strong permanent chairman strict sergeants at arms five minute limit on demonstrations and parade of press exclusion from the floor to protect serious statements.
Dr. Augustus B. Kinzel will retire as Union Carbide vice president and become president and chief executive of the Salk Research Institute, effective July 31. A New York native, Kinzel has long been a metallurgist and adviser in atomic energy programs and held posts in WWII ordnance and European tech intelligence.
J Drake Edens of South Carolina was elected one of three vice chairmen of the national Republican Committee, earning a seat on the 27 member Coordinating Committee and signaling stronger southern GOP influence. Also elected were Donald Ross of Nebraska and Mrs Willard Marriott of Washington. Incumbent vice chairman Mrs Collis Moore of Oregon remains. Eisenhower urged Republicans to reject labels while Bliss called for restoring funds siphoned by splinter groups.
U S paratroopers of the 173rd Airborne Brigade join Vietnamese troops in the first joint combat operation against the Viet Cong. Helicopters lifted the force into Zone D near Saigon as air strikes pounded the area. Casualties were light, with limited enemy contact as the operation continued.
Washington Congress approved an extra 3.3 million to tighten security around President Johnson. Lawmakers left out funds for two new armored cars Johnson did not want. The 3.3 million was added to Johnsons 8.7 million budget request for the Secret Service, recommended by the Warren Commission.
Nine deans at the University of Massachusetts condemn the trustees action selecting Worcester for the 36.4 million state medical school, calling it political and citing influence from Massachusetts political forces on university decisions. The trustees meet July 7 in Boston after a faculty senate reconsideration vote on the June 11 decision.
