Lincoln D. Lynch, head of Pittsfield anti poverty committee, said the federal grant program requires a 4275 cash city contribution. The city aims to secure about 133000 in federal grants with 58k for planning, 47k for youth corps, and 28k for preschool Head Start.
New England Telephone plant workers in five states resumed duties after a two day work stoppage. The dispute, including the suspension of IBTW local president William K. Lewis, was referred to the National Labor Relations Board. No disruptions to calls were reported, though two sabotage incidents affected Boston Roxbury and Quincy.

Pittsfield Local 109 plans a modernized summer program with jamborees at Pontoon and Onota lakes featuring guitar combos. Lawrence J. Murphy named chairman of the Music Performance Trust Fund committee. committee includes St. John King White Dansereau Hagadorn. Fund allocation rises to 6198 for the year. Murphy to administer in Berkshire County.
State and federal labor conciliators failed in their fifth attempt to settle the four week old strike by UK Local 212 at Beloit Corp. Jones division plant in Dalton. Separate meetings produced no joint session and no progress toward a settlement. Meanwhile the 37 member UE represented technical unit is negotiating its first contract. Local 212 picket lines are being honored. Gerard Steinberg and Ralph Becker participated in today’s negotiations.
The New England Telephone Co. began distributing 46 000 new phone directories in Central and Southern Berkshire with four color covers and maps. Delivery to be finished within a week, says Pittsfield manager William S. Gil Martin. The Pittsfield directory lists over 36 000 listings, up from 33 800.
Mrs Robert R Hunter of Lenox has been appointed by Action for Opportunity Inc to direct Operation Head Start here this summer. She will lead about 30 teachers trainees and room mothers with Lincoln D Lynch as overall Head Start director.
An agreement in a four-year contract for area electricians raises hourly pay by 20 cents annually. Local 284 International Brotherhood of Electrical Workers and the Master Electricians Association of Pittsfield negotiated the deal, effective June 15. About 90 members in Berkshire and Bennington Counties are covered.
The Department of Parks and Recreation announces registrations for a special playground program at Highland School for children with disabilities. Jointly run with the Berkshire County Association for Retarded Children, the sessions run July 6 through August 27, Monday to Friday from 10 a.m. to 3 p.m. Contact Springside House or 54 Wendell Ave for details.
Thirty six Berkshire Council Boy Scouts and three adult leaders serve in New York World's Fair Scout Service Corps. They staff The Wonderful World of Scouting pavilion and assist exhibitors and visitors while housed at Fort Totten with 175 other Scouts from multiple states.
Berkshire Council and local scouts prepare for the demolition of the Hotel Wendell annex on West Street by Berkshire Life Insurance Co. An Aug 30 completion target frames the project with Rev. Leo Krah and leaders from Immaculate Heart Seminary guiding Explorer Post 101 and Pack Troop 373 at Elwyn School. Dr. Augustus B. Kinzel of La Jolla California will earn honorary engineering doctorates this week. He opens with Helsinki University tomorrow, speaks at Rensselaer Polytechnic Institute in Troy Friday, and will receive a Worcester Polytechnic Institute degree by that same day though absent due to schedule conflict. He has led national engineering efforts and will retire from Union Carbide research chief duties in July while serving on boards of Salk Institute Caltech and American Optical. He previously worked at GE and is a Pittsfield Country Club member.
City Council seeks broad rule on conflict of interest for members in official duties as charges and countercharges surface. Councilman Rice pressed for guidance on licensing board votes by liquor license holders, with Richmann Del Gallo cautioning over deluged opinions and personal motives. Mayor Dillon urges public support for WWI veterans tag days.
Edward W. Filiault of Hinsdale was re-elected president of the Independent Union of Plant Protection Employes at the union’s two day Dedham convention. He has led the international group for a year and previously served five years as vice president. Local 1 at General Electric in Pittsfield named Robert Alexander as secretary treasurer and George Flynn as recording secretary. Other officers include Charles Kelly of MIT as vice president and Roy Delaney of Boston Edison as financial secretary. IUPPE counts about 800 members across 20 locals, mostly in New England. the union formed 15 years ago.
