Letter From New York On Time Delays Train Service
A New York reader laments Penn Central and New Haven delays affecting Westchester and Putnam commuters. The piece criticizes 80 percent on time targets, cites zero-temperature cancels, packed cars, and heat failures, and calls for funds and common sense amid aging equipment and track troubles. It notes a siding engine at New Rochelle as a hopeful but questionable sign of progress.
