Less Than Half of States In Anti-Billboard Program

Washington reports that only 20 of 49 eligible states have signed Billboard control contracts under a federal grant program, now extended for two more years. Supporters and opponents debate its effectiveness, with states cited including Connecticut Delaware Hawaii Kentucky Maine Maryland Nebraska New Hampshire New Jersey New York North Dakota Ohio Oregon Pennsylvania Rhode Island Vermont Virginia Washington West Virginia and Wisconsin. The law offers a bonus equal to one half of one percent of the federal highway cost in exchange for restricting billboard advertising near interstates.
