Washington Treasury Secretary Douglas Dillon told the House Ways and Means Committee there is a compelling need for swift action to stem the outflow of U S dollars. He urged early enactment of President Kennedy s equalization tax on foreign securities sold in U S markets as part of measures to reduce a mounting payments deficit. The hearing began as Dillon cited a six month deficit rate well over 4 billion annually with tentative July improvement. The tax would apply to long term securities over three years from industrialized countries and would run through 1965.
