A government funded report says many suspects arrested for serious crimes go free due to missing evidence and witnesses. In Washington DC, fewer than 30 percent of 1974 arrests led to convictions, with 17 534 arrests and 5 184 convictions. A core group of 368 officers who consistently secured evidence accounted for half the convictions, and similar patterns appear in Baltimore Detroit and California counties.
