McNamara backs limited ABM against China in 1970s
McNamara argues for a limited ABM system costing about 5 billion dollars to deter a Chinese attack in the mid-1970s while contending a broader ABM race with the Soviet Union would cost hundreds of billions and not alter the strategic balance. The plan would shield Minuteman sites and offer a safeguard against accidental launches.
