U S Marines and free Vietnamese troops killed 198 Viet Cong and captured 59 during Operation Piranha on Ba Lang An Peninsula near Chu Lai. B52 bombers struck Phuong Xa Tay, but no major losses reported. 265 Viet Cong suspects detained. Ground actions near Da Nang and in Quang Nam province added more Viet Cong losses and captures as air forces hit bridges and gun positions in the north.
A 5.0 magnitude quake struck the San Francisco Bay area at 5:28 p.m. EDT, centered near Mt. Diablo per UC seismologists. No major damage reported though Contra Costa County noted several broken windows and numerous calls from startled residents. An aftershock followed. the event was the strongest in years in the region.
Civil rights leaders canceled a downtown Springfield rally after threatening to proceed without a permit. Benjamin Swan of CORE said the steering committee of COCR reached the decision after a meeting, with a statement to follow. Juanita Griffin had warned the rally could go on with or without a permit.
Washington UPI reports anti poverty director Sargent Shriver defended the Office of Economic Opportunity against multiple critiques. He cited supportive Business Leadership Advisory Council members, denied an exodus of top staff, and rebutted claims of lavish spending and mismanagement. He noted temporary hires, highlighted staff moves, and provided audit materials to counter accounting concerns.
Shaftsbury property owners served summons on the Board of Civil Authority Town Treasurer Clinto McDonald and town sisters to appear in Manchester court on Sept 27 at 2 30 p m. The suit seeks an injunction against using this year grand list appraisals to collect taxes. Named defendants include John McCullough Dr Arthur Faris Charles Gabris George Graves and Irving Adler.
Betsy weakened to a tropical storm as it moved north from the Gulf toward Arkansas. The hurricane caused widespread flooding death and destruction from Louisiana to New Orleans Baton Rouge and the sugar cane region. Governor McKeithen and city mayors surveyed the damage as rescue efforts continued and farms and prisons reported losses.
U N Secretary General Thant wrapped two days of talks with Pakistani officials in Rawalpindi as Ayub Khan declared Pakistan would carry the war into India if needed and pressed for a Kashmir plebiscite. India and Pakistan trade blame as battles flare on Lahore and Sialkot fronts with Pakistani advances and Indian setbacks reported.
FBI chief J Edgar Hoover denounces the foolhardy theory that society causes youth trouble, urging stricter penalties for teen offenders to curb riots and street violence. He warns that blaming society has corrupted morals and fuels rebellious conduct across schools homes and courts. He calls for firmer action to deter public disturbances.
Stockholders of the St. Johnsbury and Lamoille County Railroad voted to petition the ICC for authority to abandon operations citing a $500,000 loss since 1960 and $77,000 this year. Line president L A Putnam noted customers Ruberoid Co and Eastern Magnesia Talc Co as major users. Canadian National Central Vermont has been invited to buy the line. Maine Central expected to study soon. E Spencer Miller of Maine Central attended as a stockholder.
Village trustees met Friday evening to authorize a formal warning for a vote at the armory on September 26 from 7 to 8 p.m. The issue asks whether five property owners along North Bennington and Hicks Roads should fund water service connections to their properties, ending a dispute that began last December.
George Hatch, 22, formerly from Vermont, was halted by a police officer after walking the street with a 25 caliber pistol in his belt. He argued Vermont permits non concealed carry, but Connecticut law requires a permit. Trustees and residents discussed water connections and junked-car dumping at a village meeting, vowing enforcement and seeking removal of offending autos from Champlain and Humble Oil properties.
