Old Bennington residents reversed a July 22 ballot and voted 71 to 38 to retain the village charter and local government. About 75 percent of 144 eligible voted. Trustees may call further votes, but none planned now. Residents cited caution and desire to see unification effects in Bennington before surrendering separate government.
Environmentalists win a skirmish at a Public Service Board hearing as James R. Nelson of Amherst College is invited to testify on utility financing. Vermont Yankee seeks 95 million dollars in stock and bonds for its 135 million Connecticut River plant. Cree resists state standards unless AEC approves, warning of possible compliance with federal orders.
Sen George D Aiken R VT called for strict regulations and careful siting of nuclear generating plants during a Region 1 gathering of the National Rural Electric Cooperative Association in Burlington. He supported nuclear power as safe and practical but urged careful location and regulated operation to protect small electric companies and consumers. Delegates from cooperatives in nine eastern states attended the three day meeting representing over 2 million consumers.
Four unions resumed talks with railroads after postponing today’s scheduled strike to 12 01 a m Tuesday. UTU chief Charles Luna said talks over use of firemen in diesel engines were broken off, with a two week strike notice issued. Nixon authority to order a 60 day cooling off period remains, but subsidies for modernization were sought if Congress intervenes.
In a Bennington District Environmental Control Board hearing JARD Co. proposes expanding the Bowen Road plant from 14 000 to 44 000 square feet at a cost of 343000 under Act 250. The commission approved the development permit with five health and zoning conditions while JARD anticipates hiring beyond 25 workers, potentially reaching 120 to 150 with new equipment. Pacquin said production will stay in the commercial market with local hires and work had begun on footings prior to permit approval.
The UPI report says a DC8 stretch charter jet owned by Trans International Airlines crashed after takeoff from Kennedy Airport. Eleven crew members, all from the San Francisco area, were killed as an electrical failure possibly caused a trim tab malfunction and a dangerous climb before the crash en route to Dulles for returning 250 young Europeans home after a summer in the United States.
Warren Vermont. William Cowles, chairman of the Environmental Control Board, warned that lack of coordination among state agencies hampers the creation of a statewide land use plan. He cited interdepartmental jealousy and urged intervention to prevent a powerless stance and future trouble. The board also ruled private low income housing projects are not municipal and must comply with environmental laws, asking ECAs to review jurisdiction.

Mark Huessy, 21, of Jericho, held over eight months by East Germany, will face trial September 21 on alleged provocation inimical to the state. His father, Dr. Hans Huessy of the University of Vermont, said the State Department notified them of the date and charges. The trial will be closed to the public and Huessy will be represented by East German counsel.
