Vermont Republicans conclude a lackluster campaign with a March primary to decide between Richard Snelling and Thomas L. Hayes for governor. The loser faces a sigh of relief at not facing the opponent in November.
In Atlanta SNCC figures led by James Forman framed Stokely Carmichael as a political prisoner while he stays jailed after being bound over to a grand jury on inciting a riot in the Summerhill district. The protest left about 1,000 residents throwing rocks at police and toppled Mayor Ivan Allen’s car.
London dispatch says Communist China hints at moving into North Viet Nam to block peace moves. Hanoi leaders held discreet talks with Soviet leaders in Moscow amid pressure from Beijing. Brezhnev met Le Thanh Nghi with Suslov and Andropov in attendance. no public disclosure. China vetoes any negotiated settlement and urges guerrilla tactics to exhaust U.S. forces.
U.S. jets pounded Viet Cong targets around Saigon as election crowds danced in flare light. Helicopters fired near the city, while monks and protesters clashed with police and 12 monks were halted at the U.S. Embassy. Suburban strikes hit a camp two miles from center as Premier Ky pushes for 65 to 75 percent turnout.
A 10man court martial handed down the third conviction Friday in the Viet Nam protest trials at Ft Hood. Pvt David A Samas 20 of Modesto California was the last of the Ft Hood three to be found guilty. Lamas and Johnson were each sentenced to five years hard labor Mora received three years. All three dishonorable discharged and forfeiture of pay. Parole possible after one third served. Johnson testified war crimes included bombing shooting and gassing thousands of Vietnamese civilians.
Vermont officials plan action against Pownal Tanning Co to abate Hoosic River pollution. An order will set a schedule for preliminary and final pollution abatement planning and the construction of treatment facilities likely by next spring. The move follows a 1959 classification requiring remediation and ongoing interstate cooperation with Massachusetts and New York to upgrade river quality.

Washington reports opponents of President Johnson's anti inflation measures revived Treasury Secretary Fowler's old condemnation to block suspending investment tax credits for business. Democratic leaders expected approval as Congress adjourns Johnson announced a 16 month suspension of the 7 percent plant investment tax credit. Fowler, who created the credit, had opposed its short term repeal, saying it was not suitable as a restraining factor.
Edward Ross corporation manager of labor relations said a tentative agreement has been reached with James Spofford UAW local negotiating chair. Spofford will present the terms to the local membership with recommendations to accept the contract.
UPI reports two fertility experts find extraordinary enthusiasm for the birth control pill among women under 45 living with husbands. The 1965 national fertility study estimates 3.8 million current users, 6.4 million former users, and 4.7 million planning future use, with Catholics increasingly adopting oral contraception despite church bans.
A 6-year-old girl, Nichia Bresette, died after a family car rolled over her in the driveway while her 18-month-old brother Scott played nearby. Police said the car, with the emergency brake on but out of gear, rolled down a steep grade, striking both children. Nichia died at Heaton Hospital. Scott suffered cuts and bruises.
