The 1969-70 academic year brings a tougher path to higher education as tuition rises and government backed low-interest loans shrink. Banks prefer 12 percent elsewhere, while 7 percent limits deter lending, risking reduced black enrollment and harsher barriers for disadvantaged youth. Congress slowed aid cuts, missing chance to raise loan interest caps before recess.

The letter also commends Governor Davis for halting International Paper plans and urges continued protection of central and northeastern Vermont and Dover.

A veteran Vermont observer recalls severe northern forests fires, stresses vacation homes in woodlands are highly vulnerable, and urges future subdivisions to plan for fire access, water supply, contour roads, cleared buffers, and ponds to reduce catastrophe risk. In Pittsburgh last week a Labor Day procession protested exclusion of Black workers from construction jobs funded by public money. While leaders publicly push civil rights, unions like Local 5 of the Electrical Workers stay lily white, with Black membership largely in the so called mud trades. Critics say the AFL-CIO uses a double standard—publicly supporting equality while applying private discriminatory practices at the local level.
